Applications of the 2008-09 Eligibility Amendments

18.6.0  STUDENT ELIGIBILITY, SCHOLARSHIP, page 35

18.6.0     SCHOLARSHIP - In order to maintain athletic eligibility during the current semester/trimester, the student shall maintain passing grades, or the minimum grade standards as determined by the school district if more restrictive, in a minimum of:

                        3 classes in a 4 period class schedule or the equivalent credits

                        3  4 classes in a 5 period class schedule or the equivalent credits

                        4  5 classes in a 6 period class schedule or the equivalent credits

                        5  6 classes in a 7 period class schedule or the equivalent credits

                        5  7 classes in an 8 period class schedule or the equivalent credits

                        RUNNING START COURSES           EQUIVALENT

                        Two - 5 credit quarter courses           2 high school credits

                        Two - 3 credit semester courses       2 high school credits

 

APPLICATIONS:

 

  1. The second semester grades from 2007-08 and the academic suspension period for 2008-09 fall sports will follow the scholastic standard in place for the 2007-08 school year. 
  2. The five week suspension grade check would use the new scholastic standard for the 2008-09 school year.
  3. The periodic grade checks and grade standards for the 2008-09 school year will be based upon the new scholastic standard for the 2008-09 school year.
  4. The academic suspension period for the spring semester or 2nd and 3rd trimesters of the 2008-09 school year will use the new scholastic standard for the 2008-09 school year.
  5. Each school has a standard number of periods in its school day.  This standard will apply to all students in all grade levels for the purposes of the WIAA scholastic rule.  Students who have enough credits to graduate or students having early dismissal/late arrival,  would still need to take a minimum number of classes of the new scholastic standard for the 2008-09 school year.

18.6.5  STUDENT ELIGIBILITY, ACADEMIC SUSPENSION PERIOD, page 35

               18.6.5            ACADEMIC SUSPENSION PERIOD - A student who has been in regular attendance at least fifteen (15) weeks of the previous semester (10 weeks of the previous trimester), but who failed to make the grade requirements of 18.6.0, shall be placed on suspension. The student shall be ineligible during the suspension period.  If, at the end of the suspension period, the student is passing in the minimum number of classes required above, the student may then be reinstated for interscholastic competition.   

                                    A.         The suspension period for high school students shall be from the end of the previous semester through the last Saturday of September in the fall and the first five (5) weeks of the succeeding semester/trimester.  

 

APPLICATIONS:

 

1.   The 2008-09 fall academic suspension period for high school students will be through the last Friday in September of 2008, which is Friday, September 26, 2008. If students are then meeting the school and new 2008-09 WIAA scholastic standards on Friday September 26, 2008, they would be eligible to participate on Monday, September 29, 2008.

 

2.  The second semester or second and third trimester suspension periods will be the  first five (5) weeks of the succeeding semester/trimester.

18.7.0  ELIGIBILITY STANDARDS, PREVIOUS SEMESTER, page 36

18.7.0     PREVIOUS SEMESTER - The student shall have been in regular attendance as a full time student as defined in 18.6.0 and 18.6.3, in an elementary, intermediate, middle level, or high school during the semester/trimester immediately preceding the semester/trimester in which the contest is held.

               18.7.1            Completion of a semester is determined by the local school district.

               18.7.2            A student who fails to complete the previous semester/trimester shall be ineligible for athletic competition unless the student was in regular attendance a minimum of fifteen (15) weeks of the previous semester or ten (10) weeks of the previous trimester.

            18.7.2              An enrolled student who receives semester/trimester grades will be considered to have been in attendance for that semester/trimester unless he/she is withdrawn from school.

18.8.0     REGULAR ATTENDANCE - The student shall be enrolled and in regular attendance within the first fifteen (15) school days in a semester or ten (10) school days in a trimester at the start of the current semester/trimester in order to participate in interscholastic contests during the current semester/trimester.

               18.8.1            A student must be in attendance 15 weeks during an 18-week semester (10 of 12 for a trimester.) 

               18.8.2            A ratio greater than one (1) unexcused absence to six (6) attendances constitutes irregular attendance.

 

APPLICATIONS:

 

  1. School administrators will no longer be required schools to check regular attendance as a condition of student eligibility. 
  2. The semester/trimester grades will be the determining factor for participation in the next semester/trimester. 
  3. Students still must be enrolled and attending school within the first fifteen (15) school days in a semester or ten (10) school days in a trimester to be eligible for interscholastic participation.  See 18.8.8
  4. If no semester grades are given or the student has a class load less than the school district and WIAA scholastic standards, the student would not have a previous semester and be ineligible for all interscholastic competition until they complete a semester academically.
  5. If a student does not meet the semester school district and WIAA scholastic standards, he/she would be on academic suspension for the beginning of the next semester as per WIAA  policy.

ML/HS AMENDMENT #8

18.10.0  STUDENT ELIGIBILITY, TRANSFERRING STUDENTS, page 37

18.10.0 TRANSFERRING STUDENTS - After registering with and/or attending a middle level or high school, students changing enrollment to/from one school district to another school district or from one high school to another high school within a multiple high school district shall be considered transferring students.  In order to be eligible for varsity competition, transferring students must meet the normal residence requirements or the transferring student requirements of 18.10.1, 18.10.2, 18.10.3, or be granted a waiver under 18.12.0 and 18.25.0.  This section shall also apply to those students receiving home based instruction.  NOTE:  Refer to Article 3.1.1 for the status of a private school district.

 

APPLICATIONS:

 

  1. This change does not address initial enrollment to a high school.  Multiple high school districts will continue using their current policies and procedures for initial enrollment of students into high school.
  2. For high school students changing high schools in the same school district, the students who have completed their school district transfer process prior to August 25, 2008, will be allowed to transfer within the school district under the 2007-08 WIAA and school transfer policy. 
  3. All high school students, who complete their school district transfer process beginning August 25, 2008, and after, will have their eligibility under the 2008-09 WIAA and school transfer policy.
  4. High school students who have completed the school district transfer process prior to August 25, 2008, and are put on a waiting list will be allowed to transfer to another high school prior to the end of September 2008, under the 2007-08 WIAA and school transfer policy.  Beginning October 1, 2008, they will need to access the WIAA eligibility appeal process for varsity eligibility.

ML/HS AMENDMENT #10

18.10.1  STUDENT ELIGIBILITY, TRANSFERRING STUDENTS, page 37 (new article); current article 18.10.1 would become 18.10.2 (and so on)

18.10.1   A student who is ineligible in a member school may not become immediately eligible at another member school without completing the conditions of ineligibility from the sending school.

 

 

APPLICATIONS:

 

  1. WIAA Eligibility Form #5 will be modified to provide the means for a sending school to notify the new school that the student left the school without completing the conditions of ineligibility at his/her previous school.
  2. Schools should modify their athletic participation forms to ask the question of all new students:  Were you under any conditions of ineligibility when you left your previous school?
  3. The new student will need to complete the conditions of ineligibility from

His/her previous school before gaining eligibility at the new school.

 


ML/HS AMENDMENT #13

18.23.0  AMATEUR STANDING, page 41

18.23.1   In order to maintain amateur standing in those activities under WIAA jurisdiction, the student-athlete may not:

               A.      Accept merchandise or in-kind gifts of more than $100 $300 in fair market value per sport during any one calendar year August 1 through July 31.  Reduced membership fees or reduced user fees from an athletic club, recreation center, golf courses, etc. do not count toward this $100 $300 limit.

18.23.4   AWARDS THAT ARE PERMITTED - Awards to athletic teams or to individual members of such teams under the jurisdiction of the Association may be made by a member school in the form of letters, insignias, certificates, medals, and/or trophies as are customarily emblematic of athletic competition and whose intrinsic values are insignificant.

               A.      Awards from Outside - Awards of any type presented by persons or organizations outside the school system to a school or its student team members in consideration of athletic achievement may not be accepted until approved by the WIAA Executive Board.

               B.      Once the WIAA Executive Board approves an award, no future approval is necessary unless conditions of the award are changed.

 

 

APPLICATIONS:

 

The $300 limit to retain amateur standing begins August 1, 2008, for the 2008-09 school year.
