CONSTITUTION
Caribou Trail League
Revised:  September/2007

Article I – Name

The name of this organization shall be the Caribou Trail League.

Article II – Objective

The objective of this organization shall be to maintain a league of member schools and to provide a basis for interpreting agreements and disagreements among member schools.  Member schools shall promote fair play and sportsmanship.

Article III – Membership

SECTION 1 – Membership in this organization shall consist of the following schools: Brewster High School, Cascade High School, Cashmere High School, Chelan High School, Lake Roosevelt High School, Okanogan High School, Omak High School, and Tonasket High School.

SECTION 2 – Membership in the League is subject to Washington Interscholastic Activities Association regulations.

SECTION 3 – New members may be admitted by written request submitted to the League and by a majority vote of the current members.

SECTION 4 – League dues will be assessed each year.  The amount will be determined by financial need at the beginning of the school year by the membership.

Article IV – Voting

SECTION 1 – Voting on any issue shall be by one vote from each member school.  This vote shall be by an official representing each school.  It may be the principal or someone appointed by the principal to represent a school.

SECTION 2 – No issue may become a rule or regulation of the League without a majority vote of the current member schools. (1st and 2nd Reading).

SECTION 3 – Motions or resolutions to be acted upon at meetings of the membership shall be presented to the membership by the principal of a member school or someone appointed by the principal to represent that school.


Article V – Officer

SECTION 1 – The officers of this organization shall be President, President-Elect, Secretary/Treasurer, and District 6 member.

SECTION 2 – The duties of the President are to preside over all meetings, appoint committees not designated by the constitution and set dates for meetings, and make up the agenda.

SECTION 3 – The President-Elect is to assume the duties of the President in his absence.

SECTION 4 – The duties of the Secretary/Treasurer are to keep minutes of all meetings, keep copies of the constitution and by-laws, take care of all correspondence authorized but the President, keep a record of monies received and disbursed by the League, make available all records of the League to all members, make copies of all schedules, tournaments, minutes of meetings, etc and send to all League members.

SECTION 5 – The Caribou Trail League representatives to the NCW District 6 Board shall be the President and the Secretary/Treasurer.

Article VI – Election and Terms of Office

SECTION 1 - A District 6 Board member shall be elected at the May meeting of each year.  The Board member shall hold office for one year and succeed the President-Elect.  The President-Elect shall hold office for one year and succeed the President.  The President at the end of one year will rotate off the Board.

SECTION 2 – The Secretary/Treasurer shall not be an elected officer, but shall be appointed by the President and hold office until retirement or for personal reasons or by action of the membership.  There shall be a remuneration of $1500 per year.

SECTION 3 – The nomination to the WIAA Representative Assembly from the CTL to District 6 will be a member of this organization.

Article VII – By –Laws

SECTION 1 – The constitution and by-laws may be amended by a majority vote of all schools within the League, one vote per school.

SECTION 2 – A by-law or amendment must be drawn up and submitted to the League Secretary for submission to the members two weeks prior to any scheduled meeting or may be submitted at a scheduled meeting and then voted by mail vote not earlier than two weeks after a scheduled meeting. (1st and 2nd Reading).

SECTION 3 – A school must vote YES or NO on any law.

SECTION 4 – League meetings shall be held monthly each year with the President setting the dates for these meetings and others as necessary.


GENERAL OPERATING PROCEDURES AND REGULATIONS


A.    Admission for all League contests shall be $5.00 for adults and students grades 9-12; $3.00 for visiting students with ASB card, students grades 1-8, and senior citizens (age 62 or older).  Admission for doubleheader basketball games shall be $6.00/$4.00.

B.    Filming of athletic contests shall be permitted in accordance to 17.22.0 of the WIAA handbook.  Member schools are not to give films of league opponents to other schools outside of the league for scouting purposes during post season.  Schools filming away from home are expected to ask the host school for permission.  Member schools may exchange films within the CTL.

C.    For those sports that require league tournaments or meets, the tournament manager’s fee will be $50.00 per day or night.

D.    All CTL opponent teams shall be selected for football, volleyball, basketball, softball, soccer and baseball.  Those teams will be selected by vote of the player and/or coaches from each team and tabulated by the League Secretary.  Those comparable for individual sports.

E.    When schools travel; they will provide their own towels.

F.    The exchange of eligibility lists will NOT be required among member schools.

G.    Three statisticians will be admitted by the home school.  Any additional persons will be required to purchase admission.

H.    To have a League Championship, at least half of the schools must field a team for that sport.

I.    Two or more schools in a tie for the CTL championship in any League sponsored sport shall receive a co-championship trophy.

J.    Persons in direct supervision of students (administrators, coaches, advisors, etc.) will be issued supervisory marked passes for use at league contests.  Thirty-five (35) league passes will be given to each member school at the beginning of the fall season.  Washington State coach’s passes will be accepted for all CTL contests.  Two (2) scouts will be accepted at all league contests with a scout pass.

K.    Starting time of League contests will be moved ½ hour later during daylight savings time for sports which will be affected.

L.    Visiting teams will not bring signs. Official school banners are permitted.

M.    BROADCASTING:

  1. Broadcasters will make their requests at least seven (7) days in advance of the event.  The CTL home school has the right to refuse stations the opportunity to  broadcast CTL events.
  2. No more than two persons will be involved in the broadcasting of the event.
  3. The physical location of the broadcaster and equipment will be the decision of the school and its officials.

N.    GAME CANCELLATION:

  1. Any game, match or meet cancellation caused by a refusal to participate for reasons other than mutual consent of school officials due to unusual weather or  game conditions, or a situation which could be hazardous to the safety of participants of spectators will result in the forfeiture of the event with the coach     and/or team in violation being denied the right to participate in any post season play, CTL championship or post-season honors for the current season.    
In addition, the coach and/or team members in violation will be placed on probation for one calendar year following the violation.

O.    TIE BREAKER REVENUE SHARING:

  1.     The revenue, after expenses, from any CTL tiebreaker game will be divided in equal shares among the teams involved and the CTL treasury.

P.    Numbers will be drawn at the beginning of each season to break all ties if needed after all other tie-breaking criteria have been used and a tie still remains.  The numbers will be drawn at the following meetings: Fall Season (October meeting), Winter Season (February meeting), Spring Season (April meeting).

Q.    ALL CONFERENCE GUIDELINES:

  1. The selections will correspond to the position and or number of a team for that sport when selecting the 1st, 2nd & Honorable Mention all-conference teams.  Each sport will name one additional player as the player of the year and they will be recognized as a first team performer and will receive a plaque for their recognition from the league.
  2. One (1) person from each member school will be represented on the all-conference team.
  3. The make-up of the all-conference team will be divided to include first, second, and honorable mention selections.
  4. Individual sports – the person who wins the all-league meet is the all-conference selection for their event with 2nd & Honorable Mention going to the next two in order of the finish.
  5. The highest CTL finisher at the District event will determine the selection when there is no league meet with 2nd & Honorable Mention going to the next two in order of the finish.
  6. The meeting for the all-conference selections will be held no later than the Monday following the regular season.

R.    SPORTSMANSHIP GUIDELINES

The league will support the following guidelines for sportsmanship at all CTL events:

  1. Extended standing only at designated areas.
  2. Warm-ups must be completed on your half of the field/court.
  3. Teams should leave the field/court within 10 minutes of the completion of the contest.  This includes exchanging of handshakes between teams, team celebration being respectful of opponent, and locker room supervision.
  4. Signs must be positive towards opponents
  5. No animal mascots or artificial noisemakers are allowed at league contests.
  6. A complete roster will be emailed to the opponent school no later than one week prior to the scheduled contest.  The roster will include the player’s name, year, height, position, and jersey number.  Programs should be emailed using excel with players in numerical order.
  7.  All league contests will be declared varsity for both schools that are participating in the event.

FOOTBALL

A.    Official starting time for games will be 7:00 pm (Varsity) and 5:30 (JV) unless prior arrangements are made.

B.    The home team will wear dark uniforms.  The visiting team will wear light uniforms.

C.    The WIAA plan for breaking ties will be in effect for all CTL games.

D.    The CTL championship will be decided by the best won-lost record in CTL play.

E.    Ties-Effect Tournament Play:
    
  1. The final league game of the year will be played on Thursday.
  2. Head to head is the first priority to break a tie.
  3. In case of a tie between schools that have not played each other, they will play on
  4. a neutral site as determined by the athletic directors of the two schools.  The WIAA tie breaker will be used.
  5. In case of a three way tie for either the last two or last playoff spots or a tie between two teams for the last playoff spot:
  6. If one team defeated the other two, it will be the representative to the playoffs.  
  7. The league numbers drawn at the beginning of the season will identify opponents for the three-team playoffs.  One team will have a bye and the                 other two will play in the WIAA tiebreaker format.  There will be a ten-minute break between this mini game and the winner plays the bye team.                 The same format will be followed as in the first game.
  8. If no teams are eliminated from the playoffs, then the number draw will be used to determine where teams finish in league in case of a three or four way tie.
  9. If a tie breaker must take place, then it will occur on Saturday on a neutral league    site.  The WIAA tiebreaker will be used.
  10. In case of a tie for first among three schools:
            a. The league number drawn at the beginning of the season will identify opponents for the three team playoffs.  One team will have a bye and the other two will play in the WIAA tiebreaker format.  There will be a 10 minute break between this mini game and the winner plays the bye team.  The same format will be followed in the first game.

F.    The game ball will be furnished by the home team.  The visiting team has the option of using their own ball if they wish (rule book).

G.    Four officials are required for CTL games unless unavailable.

H.    In case of a canceled game, the game must be played the next day if it affects the CTL playoff standing.  If the game does not affect the CTL standings, the home team has the option of rescheduling on the next day.

I.    Pregame Procedures

  1. Timer will put on 20 minutes on the clock 30 minutes before the game is to begin.
  2. When the clock expires, both teams should report to their sideline.  Introduction of guest starters, then home starters, playing of the National Anthem and start of the game will follow in this order.
  3. Officials should be instructed to have the coin toss 15 minutes before the start of the game.

VOLLEYBALL


A.    The CTL champion shall be the team with the best won-lost record in dual matches among the CTL Schools.

B.    The official starting time shall be 5:30 pm for the JV and C-Squad matches.  The starting time can be adjusted by mutual consent of the schools involved.

C.    Non-varsity matches will be 3 games (25 points) and will precede the varsity match.  

D.    The varsity match will be 3/5 games.

E.    The home team will supply two line judges.  (Adults recommended)

F.    The between match warm-up time will be limited to 20 minutes (8-5-5-2) with the coin flip during the first eight minute time period.

1.    Varsity teams will not warm-up or practice in the school during either the JV/C squad matches.

G.    Ties in the final standings of the CTL will be handled in the following manner for seeding to the District Tournament:

  1. When two teams tie for first, they are co-champions.
  2. Head to Head.
  3. Head to head games played vs. each other.
  4. Point differential in games played head to head vs. each other.
  5. Comparable records of teams tied with district qualifying teams starting with the number 1 seeded team and continuing down until the tie is broken.
  6. Numbers drawn at the league meeting will break a tie, which still exists after using the above tiebreakers.  Any team(s) tied for the last playoff position by virtue of record, regardless of drawn numbers, will play on a neutral court chosen by the District 6 Secretary.
     
H.    CTL will follow a maximum 5 game individual limit.  (65.6.0 – WIAA).


GIRLS SOCCER

A.  The official starting time for weekday games will be 4:00 pm and Saturday games will start at 11:00.  Varsity games will be played first followed by the JV game unless mutually agreed upon before the game.

B.  Final League Standing – Standing will be kept for the league based on the following:

  1.     League win/loss record
  2.     Total Points:  3 points for a win, 2 points for a shoot out win, 1 point for a shoot out loss and 0 points for a regular/overtime loss.
  3.     Head to head win loss record.
  4.     Head to head aggregate scoring (total goals scored per team).
  5.     Head to head away goals allowed.
  6.     Drawing of numbers.

C.  Team rosters – both teams must provide 3 team rosters that include players full name, number, position, and year in school.  One copy is to be given to each of the following:  Center official, opposing coach, and team record file.

D.  Officials:  Three registered officials should be used for each match whenever possible.  However, a two-man system may be used if necessary.

E.  The National Federation Rulebook and WIAA handbook will be followed for all contests.

F.  Contest Format – The games will consist of two 40-minute halves.

Ties – Regular season games that are tied at the end of 80 minutes of play will be followed by two (2) five minute sudden death overtime periods.  A coin shall     be flipped prior to the first over time period.

Ties – Post-season and regular season games that are tied after the 2 overtime periods will result in a shoot out between the two teams.  Each team will select 5 players, alternate kicks between teams and each player receives on kick at the opponent’s goal.  If the game is still tied at the end of the first shoot off, 5 different players are selected for each team.  Teams alternate kicks, but the second shoot off is sudden death.


CROSS COUNTRY


A.    Points earned at the CTL meet will determine the CTL championship.

B.    A member school must have a minimum of five runners participating in order to be eligible for a CTL championship.

C.    Individual awards will be presented to the top 10 runners at the CTL meet.  The first boy and girl will receive a medal.  Finishers 2 through 10 will receive ribbons.

D.    Seven (7) top finishers in boys and girls will be awarded 1st team all conference certificates.  The 8 thru 14 finishers will be awarded second team certificates and the 15 thru 21 finishers will be awarded honorable mention certificates.


BASKETBALL

A.    Official starting times for games will be 6:00 pm for preliminary games with the varsity to follow no later than 20 minutes after the finish of the preliminary game.  League doubleheader contests will start at 4:30 with the preliminary contest.

B.    Home teams will wear light uniforms.  Guests will wear dark.

C.    The CTL champion will be the team with the best won/lost record in CTL play.

D.  The standard CTL game introduction procedure will be:  Pledge or National Anthem,
introduction of non-starters, then introduction of starters beginning with the guest   players and alternating between teams.

E.  Ties in the final standings of the CTL will be handled in the following manner for seeding to the District Tournament:

  1. Head to head.
  2. Comparable records of teams tied with league member teams starting with the number #1 seeded team and continuing down until the tie is broken.
  3. If there is a tie for the last playoff spot, there will be a playoff no matter what happen during the season.  The game will be played at an acceptable neutral  site.  Game receipts after expenses will be split between the league and the teams involved.  (refer to General Operating Procedures and Regulations, section “O” for revenue sharing for tie breakers).
  4. Numbers drawn at the league meeting will break a tie, which still exists after using the above tiebreakers.  

WRESTLING

A.  Weigh-in shall be according to the National Federation Guidelines.

B.  CTL matches will start at 7:00 pm for evening matches.

C.  When junior high/middle school matches are held in conjunction with high school matches, the starting time of the JH/MS match shall be early enough to enable the high school match to start at 7:00 pm.

D.  Coaches shall exchange line-ups 2 days before the match.  It shall be the responsibility of the guest coach to get his lineup to the home team.

E.  The all-conference certificates will be awarded to the 1st place finishers at the district tournament with 2nd and Honorable Mention certificates going to the next two finishers in order.

BASEBALL

A.  Official starting times for games on Saturday will be 11:00 am.  Weekday
       games will start at 4:00 pm before daylight savings and 4:30 pm after
       daylight savings.

B.  The home team shall provide at least two umpires.

C.  Ties in the final standings of the CTL will be handled in the following manner
      for seeding to the District Tournament.

  1. When two teams tie for first, they are co-champions.
  2. Head to Head.
  3. Comparable records of teams tie with district qualifying teams starting with the number #1 seeded team and continuing down until the tie is broken.
  4. If there is a tie for the last playoff spot, there will be a playoff no matter what happen during the season.  The game will be played at an acceptable neutral site.  Game receipts after expenses will be split between the league and the teams involved.  (Refer to General Operating Procedures and Regulations, section “0” for revenue sharing for tiebreakers)
  5. Numbers drawn at the league meeting will break a tie, which still exists after using the above tiebreakers.

D.  All CTL games will be scheduled as seven innings in length.

E.  When a CTL game is suspended or called because of inclement weather, darkness, light failure, etc. with the game tied and/or the situation is not covered by the National Federation rules, the game will continue from the beginning of the inning if between innings.

F.  When the home team is ahead by 10 runs at the end of the top half of the 5th inning, the game is over.  When the guest team is ahead by 10 runs at the end of the 5th inning, the game is over.

G.  Batting Practice

  1. Hitting practice will be allowed on Saturday games only.  No hitting of any kind will be allowed on school facilities during school days.
  2. The type of hitting allowed must be available for both teams.
  3. Coaches would be asked to keep their teams off the infield at all times with no hitting allowed into backstops or fences.

SOFTBALL

A.  The official starting time for CTL double-headers is 11:00 am on Saturday and 3:30 pm before daylight savings and 4:00 pm after daylight savings during the week.

B.  Ties in the final standings of the CTL will be handled in the following manner for seeding to the District Tournament.

  1. When two teams tie for first, they are co-champions.
  2. Head to Head.
  3. Comparable records of teams tie with district qualifying teams starting  with the number #1 seeded team and continuing down until the tie is broken.
  4. If there is a tie for the last playoff spot, there will be a playoff no matter what happen during the season.  The game will be played at an acceptable neutral site.  Game receipts after expenses will be split between the league and the teams involved.  (Refer to General Operating Procedures and Regulations, section “0” for revenue sharing for tiebreakers)
  5.  Numbers drawn at the league meeting will break a tie, which still exists after using the above tiebreakers.

C.  All CTL games are scheduled as seven innings in length.

GOLF

A.  Match starting times:  3:30 pm before daylight savings time and 4:00 pm after.  All 18 hole matches will start at 3:00 p.m. after daylight savings time.

B.  Match supervision – responsibility for each match is the duty of the coach of the host team.  That coach is responsible for:

  1. Setting and administering starting times (shall be responsible for remaining at beginning tee or club house area and will not play);
  2. Informing all participants about local rules immediately prior to the event;
  3. Scoring the event;
  4. Providing a copy of the event’s results to each participation team’s     coach;
  5. Communication the event’s results to the local and regional (The Wenatchee World) newspapers;
  6. Making the final decision regarding rules and rulings (with assistance of the local golf pro)
  7. Making determinations (with the assistance of the local golf pro) regarding the continuation of play due to adverse weather conditions;
  8. Professional communication with all participants, coaches and other (spectators, school personnel, course personnel, etc.) involved with the event;
  9. The decision to cancel an event due to weather or other extreme circumstances and to communicate that decision to participating teams within a reasonable time to help eliminate unnecessary travel; and
  10. Administering a pre-match meeting of the coaches to disseminate necessary information.

C.  Visiting coach responsibilities – each coach in the CTL has the responsibility to teach his/her players the rules and etiquette of the game within reason. Visiting coaches:

    1.  Are not to advise their players during the event and are not to roam the course making rulings;
    2.  May ask their players how they are scoring during the match and assist the host coach with the scoring of the event if asked.
    3.  Are to professionally support decisions made by the host coach and be a positive role model to the participants through their play and     involvement in the match;
    4.  Are to be available to their participants and other coaches for consultation when the participants are finished with play;
    5.  Are to call ahead to the host coach, if possible, if problems occur which will cause their team to be late or not show up to a scheduled event;
    6.  Are to be responsible for the conduct of their athletes during the event;
    7.  are to check in upon arrival with the host coach and be present at the pre-match meeting; and
    8.  when possible, monitor the sportsmanship and proper conduct of the players in the event.


D.    Teams consist of six (6) varsity participants.  JV teams consist of five (5) participants.  This includes boys’ and girls’   teams.  Unless otherwise specified, schools may bring only varsity and JV teams to scheduled matches. Teams wishing to bring additional players must make prior arrangements with the host coach.

E.    Parings will be made up by the host coach for all teams.  Each coach will rank his/her participants in order of best first, next best second, etc.  The host coach will make the parings according to these rankings with the better players teeing off first.  In cases where a “shotgun” start is used, the host coach will attempt to start the better players off the first hole in the same order.  

F.    Team scoring will consist of the total strokes for each team’s lowest for (4) individual nine or 18 hole scores depending on the scheduled length of the match.  The winning team will be determined by the lowest accumulated score for the four (4) lowest scores of the five-person team.

  1. Team ties will be settled by selection of two (2) members by each team’s coach from the tied teams and will play a sudden death match.  The winner of the match will be determined by the accumulated score of the two-man team.  The holes played in the sudden death will be predetermined by the host coach and announced to the coaches at the pr-match meeting.
  2. The decision to play off an individual tie for the medalist will be made at the pre-match meeting by the host coach.  Playoffs will involve the same holes used for team ties.  If a tie occurs, and no playoff happens, then there are co-medalists.
  3. Scoring accuracy is extremely critical.  Each player is responsible for his/her own hole-by-hole scores.  Players should NEVER sign a card unless they are absolutely positive the score is accurate.  Host coaches must enforce the rule.
  4. Host coaches may implement an alternative scoring system for girls’ teams and/or JV boys’ teams.  The intent is to speed up play and encourage inexperienced players by limiting the maximum number of strokes a player may take on a particular hole.  For example the Stapleford System, which when adjusted, gives points for scores in the following way:  1pt = four over par; 2pts = three over par; 3pts = two over par; 4pts = one over par; 5 pts = par; 6pts = birdie, 8 pts = eagle; and 10 pts = double eagle.  The individual or team wins with the highest score.  Another example of a scoring alternative is the 10x rule.  With this players pick up their ball after 10 strokes on a hole and score 10x.  Scoring is the same as normal scoring, with tie breakers being the individual or team with the fewest number of x’s.
 
H.  Proper attire is required.  Collared shirts and proper pants or slacks (Dockers) are appropriate at most golf courses.  Cutoff, tee shirts, jeans with tears and/or holes and clothing with inappropriate writing or pictures are not allowed.  Respectable slack type shorts are allowed.  Players wearing inappropriate clothing will not be allowed to participate.

I.  Unsportsmanlike conduct or behavior during a match will result in the disqualification of the player for the match that day and for the next match played by that individual.  Two infractions during the season will result in the removal of that athlete from competition for the season.

J.  U.S.G.A. rules are to be followed except where local rules preside.  Decisions regarding specific circumstances (playing conditions, weather, construction, summer of winter rules, etc.) are to be made by the host coach and local professional after consulting with the participating coaches.

K.  There will be an All-CTL tournament of 18 holes to determine the CTL champion.  The site is to be determined by the CTL member schools.

L.  A ball shall be provided by the CTL to each player participating in the tournament.

M.  The top five (5) finishers for boys & girls will be awarded 1st team certificates at the CTL meet.  The next five (5) finishers will be awarded second team certificates.

TENNIS

A.  The United States Tennis Association Rules of Tennis shall govern play not covered by the CTL tennis SOP’s and guidelines which shall take precedence.

B.  The CTL champion will be the team with the best won-lost record in the CTL play with boys and girls matches to be scored separately.  A CTL match shall be 3 boys/girls singles matches and 2 boys/girls doubles matches.  Singles and double players should play according to their team ranked ability with first singles being better than second, second better than third and first doubles better that second.  The normal order of play will be:  1st boys and girls’ singles, 1st boys and girls’ doubles, 2nd singles, 2nd doubles, 3rd singles.  Matches alternate between boys and girls.  Scoring for CTL match play will be one point per match.  Coaches wishing to alter match order of play should arrange prior to match day.  Both coaches must agree to this alteration.  If it is necessary to alter the match order during the progression of the match because of inclement weather, both coaches must agree to the change.

C.  Line up cards will be exchanged simultaneously before the match.  No player substitutions will be permitted unless by mutual consent.  No player substitutions will be allowed before the match begins, serving of the first point.  If a player is injured during warm-up, a substitution is permitted.  The substituted player will not have been on the original line up card.

D.  Matches will be 2/3 sets unless otherwise agreed upon by both coaches.  “No add” scoring will be used prior to daylight savings time on weekdays only.

E.  The team must have three points to be declared the winner of the match when it must be called because of darkness or weather.

F.  Matches called due to weather should be made up as soon as possible.

G.  The home team will provide new regulation balls for each individual match.

H.  Warm-up time must be limited to 15 minutes.  This is to include service.  All players must take warm-up service simultaneously.

I.  CTL matches will begin at 4:00 pm before daylight savings and 4:30 pm after daylight savings on weekdays and at 11:00 pm on Saturdays.

J.  Player shall wear appropriate tennis attire, except when inclement weather makes colored sweaters, sweat suits, etc. necessary.  Tennis code defines proper dress as:  “Be neat in dress and wear proper clothing.  No blue jeans, loud sport shirts, or colored shoes.”  Short shorts, beer (etc.) shirts and Hawaiian shorts are not to be considered tennis attire.  Any player not complying with this dress code will not be allowed to play.

K.  A scorekeeper will be provided.  The home team will have score sheets available.  The scorekeeper will be located at the net post.  The responsibility of a scorekeeper is to keep a running score and to make certain the match runs smoothly.  The scorekeeper is NOT responsible for calling lines, foot faults, or other judgment calls.  The scorekeeper is impartial and should not offer advice to either player.  Should a scoring error be noted during a game, correction must be made before the end of the game.

L.  Coaches are responsible to see that correct players are on the proper court at all times.  After 10 minutes delay, a player has defaulted.

M.  While the players are on the court, NO coaching is permissible by coaches, other adults or other players.  Coaching would be permissible during the break between first and second sets (not to exceed 2 minutes), between second and third sets and any official suspension of play. The time limit (not to exceed 10 minutes) between the second and third set has been established by the USTA.  Coaching is considered to be offering advice and instructing or aiding player and, following one warning, will result in forfeiture of the match.   Encouragement of players is not considered coaching.

N.  All spectators, players and coaches are restricted to the areas outside the fences during the progress of a match.  Unnecessary noise or distractions are not customary at a tennis match.  The applauding of errors is considered very poor etiquette.  Applause is in order for winning shots or excellent rallies.  The coaches are empowered to remove anyone displaying unacceptable conduct form the area and may temporarily suspend play if necessary.

O.  Coaches are given the authority to warn or disqualify any player who displays unsportsmanlike conduct, including temper or profanity.  This would also apply to hitting the ball or throwing the racquet from the playing area or into the net or fence in a fit of temper.

P.  Most matches will not have line judges.  Each player is expected to observe the rules and to call shots correctly when receiving.  In the event a player should want judges, the request should be made to the scorekeeper or court official by the coach of players involved.  The court official will appoint a judge acceptable to both coaches.

Q.  Home team coach is to report to the news media.

R.  The visiting coach will send a card or call at least one day before the match to indicate the number of extra or JV players are available.

S.  Any call of “out”, “let”, “fault”, or “double hit” must be made instantaneously or the ball is presumed good and still in play.  In this connotation “instantaneously” means that the call is made either before an opponent has a chance to hit the return or before the return has gone out of play.  Good balls should NOT be called.  Any ball that cannot be called with surety is considered GOOD.

T.  There should be a minimum of talking by players engaged in a match.  Players should refrain from loud shouting or exclamations.  Vulgarity or profanity between players will result in immediate disqualification.

U.  In the case of racquet breakage, 10 minutes will be allowed for a player to find another racquet.

V.  Individuals or teams switch in every set on odd games.  If the score at the end of a set is 6-3 (total of 9), the participants will change ends for one game then change ends again before playing the next two games.  If the score is even (6-4), the participants will stay for one game and then change ends.

W.  The 12-point tiebreaker will be used in all sets.

X.  At the end of a match, all participants should shake hands (including your own partner).  Home team members should take the balls off the court and report the results to the official scorekeeper.

TRACK

A.  The CTL champion shall be the winner of final CTL “League” track meet.

B.  Each league school shall enter no more than four individuals in any event and one relay team per event for the final CTL League meet.  The league would allow a school to enter a fifth contestant if all five contestants from the same school are in the top eight placement of CTL hosted events.

C.  The final CTL League meet shall be held at alternating sites with consideration to the best facilities available.

D.  Whenever possible, the final CTL League meet shall be held one week prior to the district meet.

E. The host school of the final CTL League meet shall be responsible for furnishing the necessary officials.  If necessary, as directed by the needs of the host school each CTL member school may be asked to furnish help.

F.  The number of medals awarded to point leaders will be equal to the number of schools participating at the CTL meet

E.    First through sixth place individuals and relay teams will receive ribbons.

H.  The official start time for all CTL track meets will be 4:00 pm.

I.  The 1st place finisher at the CTL League meet shall be awarded a first team certificate with the 2nd and Honorable Mention certificates going to the next two finishers in order.

J.  All team members shall wear the official school uniform.

K.  It would be desirable that implements be inspected prior to competitions and disqualified if they do not meet specifications.  This may be required of the meet manager.

L.   Place winners:  rule 2-2-1.  A tie in a running event occurs when two runners or relay teams running in separate sections finish with identical times.

M.  Timing Rule:  rule 4-7-4.  When using timers which measure one-hundredth (1/100) of a second, times must be rounded up to the next tenth of second, i.e.  11.62 seconds would be 11.7 seconds.

N.  Follow National Federation High School Track & Field rules.

Duties of the Meet Manager

1.  Be familiar with and see that the meet is governed by the current National Federation Rules and current state track guidelines.

2.  Supply all CTL coaches with meet information and guidelines at least two weeks before the CTL meet.

3.  Establish a games committee.

4.  Request the season’s best mark for each entrant to aid in forming sections and drawing lanes.

5.  Meet manager shall be responsible for drawing sections and lanes or assign that duty to a seeding manager.

  • Forming sections:  rule 5-5-6 and 5-5-7.  In the event winners are determined by times from sections, section #1 will be made up of slower competitors, with the fastest competitors assigned to the last section.
  • Lane Assignments:  rule 9-2-3 S.R. 311.  Contestants will be assigned to the preferred lanes according to their season records and times.

6.  Retain complete records for meet results for at least one year.

7.  Report meet results to the news media.

8.  Update CTL records for boys and girls.

BOYS SOCCER

A.  The official starting time for weekday games will be 4:00 pm and Saturday games will start at 11:00.  Varsity games will be played first followed by the JV game unless mutually agreed upon before the game.

B.  Final League Standing – Standing will be kept for the league based on the following:

    1.  League win/loss record

    2.  Total Points:  3 points for a win, 2 points for a shoot out win, 1 point for a shoot out loss and 0 points for a regular/overtime loss.

    3.  Head to head win loss record.

    4.  Head to head aggregate scoring (total goals scored per team).

    5.  Head to head away goals allowed.

    6.  Drawing of numbers.

C.  Team rosters – both teams must provide 3 team rosters that include players full name, number, position, and year in school.  One copy is to be given to each of the following:  Center official, opposing coach, and team record file.

D.  Officials:  Three registered officials should be used for each match whenever possible.  However, a two-man system may be used if necessary.

E.  The National Federation Rulebook and WIAA handbook will be followed for all contests.

F.  Contest Format – The games will consist of two 40-minute halves.

  1. Ties – Regular season games that are tied at the end of 80 minutes of play will be followed by two (2) five minute sudden death overtime periods.  A coin shall     be flipped prior to the first over time period.
  2. Ties – Post-season and regular season games that are tied after the 2 overtime periods will result in a shoot out between the two teams.  Each team will select 5 players, alternate kicks between teams and each player receives on kick at the opponent’s goal.  If the game is still tied at the end of the first shoot off, 5 different players are selected for each team.  Teams alternate kicks, but the second shoot off is sudden death.
